UK only – we all know its illegal to drive while using a hand held mobile phone, but what about cycling?

It is very dangerous to use a mobile phone while cycling; I have seen a cyclist do so in the last couple of days, he was all over the road. However, if illegal what action can be taken – cannot add points to a licence as cyclists dont need them; could fine them but may be difficult to FIND them as there is no ID requirement fro cyclist or cycle!
