It is very dangerous to use a mobile phone while cycling; I have seen a cyclist do so in the last couple of days, he was all over the road. However, if illegal what action can be taken – cannot add points to a licence as cyclists dont need them; could fine them but may be difficult to FIND them as there is no ID requirement fro cyclist or cycle!

Tricky one but yes they could be done in the event of an accident. The police would be able to pin something on them as they are supposed to follow the highway code like other road users.
